In a medium bowl or stand mixer, combine the masa flour, sugar, salt, and ½ cup water until it comes together in a dough-like consistency. If the dough is too dry, add more water, one tablespoon at a time.

Using your fingers, roll the dough into ½-inch balls. Place the balls on a piece of plastic wrap, then add another piece on top, sandwiching the dough balls.
